自贸区战略是经济高质量发展背景下的重要战略。本文从自贸区建设与高质量出口之间的关系入手，以中国最先设立的四个自贸区为例，采用双重差分模型的方法，考察自贸区建设与中国高质量出口的关系。结果表明：(1)自贸区的建设，对其所在城市中企业的高质量出口具有显著的促进作用。(2)自贸区建设改善了所在城市的“政策环境”,并集中体现在城市创新力的提高。(3)自贸区建设引致的技术溢出效应确实存在，其所在城市的企业全要素生产率显著提高，这主要是通过进口高质量中间品，以及外商直接投资引致的学习效应所产生的。研究结论为中国政府进一步实施开放战略与促进高质量出口提供了政策依据。
Abstract：The establishment of the Free Trade Zone is an important strategy under the background of high-quality economic development. In order to investigate the relationship between the Free Trade Zone(FTZ) and high-quality exports, this paper takes the four first-established Free Trade Zones in the mainland of China as an example and adopts the difference in difference model. The results show that:(1) The establishment of the FTZ has a significant role in promoting the high-quality exports of enterprises in their cities.(2) The establishment of the FTZ has improved the Policy Environment of the cities where the FTZ is located, which is mainly reflected in the enhancement of the innovation ability in the cities.(3) The technology spillover effect caused by the establishment of the FTZ does exist, and the total factor productivity of enterprises in the cities where the FTZ is located has increased significantly, which is mainly caused by the import of high-quality intermediate goods and the learning effect caused by foreign direct investment. The above conclusions are empirically tested and provided valuable policy advice for Chinese government to further implement the opening-up strategy and promote high-quality export.
